Americans are concerned that NSLs could, and would be applied to libraries for example. This measure would exempt libraries from NSLs only if they don't offer Internet access.

  Abstract Too many flaws remain, the most serious of which is the standard of review for Section 215 court orders. As I said earlier, Section 215 of the Patriot Act permits the Government to seek court orders, to compel the production of any tangible thing, including library, medical and business records, in foreign intelligence investigations. No problem there.
